I don't usually harp on plotholes but... it seems to me that Team Rocket would only have scientists researching and running experiments to force evolve pokemon if
>A) They planned to capture the much stronger pokemon to use. >B) Planned to use their technology to force evolve the pokemon they already had. But neither of these things happened. So... what the actual hell?
