Pokemon like Latias can "understand human speech" and ones like Gardevoir can "understand emotion", but that doesn't mean they can reciprocate them to the extent we can. It's why Trainers+Pokemon are stronger in battles than just wild ones alone - if Pokemon were as intelligent as we are, they could fight for themselves better than we could ever train them to.
