Sometimes Hypno is the creepy predator who kidnaps children and attacks people to forcefully eat their dreams, sometimes Hypno is just a goofy guy who's good at putting people to sleep.
The first appearance of Hypno in the anime was exactly that, it was a mon used to help people get some good sleep in a busy city, not malicious at all, it was only unintentionally affecting nearby stuff.
