Generally speaking, you'd want to have a thick outline, but when it comes to the details on a character, you'd want thinner lines, but even then, you want both of these lines to be consistent so they look neat Pic related is an okay example of this, not the best but I don't save that many images of official art. It shows a thick outer line but the details have thinner lines, there's variation and it's good. The difference between this and the drawing I quoted earlier is that the Feraligatr has poor markmaking, the line variation wasn't a stylistic choice, rather a byproduct in the fact that the artist couldn't keep a steady hand when making the strokes with the pen, hence why it's armature.
