The only major problem with what happened with Kalos's is how poorly it was implemented, not changing the scenery and allowing NPCs to just go through. I think if they had said, 'Sorry, there was an accident and we're currently reconstructing the area' and had NPCs in the back carrying tools and such, and have a an NPC or too comment on the reconstruction, people actually might have liked it
That's what I liked about the roadblocks in Kanto, with the guards not allowing you through (until you illegally bribe them) or Snorlax blocking your way, until you can wake him up. The only eh one, I can recall off the top of my head, was Coffee Guy; but at least that was funny in Japanese.

I don't get why people think, 'oh, they're being tongue and cheek so it's fine.' automatically fixes any issues. It's better than just somebody blocking you, but it's still hindering your progress.
Any roadblocks are annoying though, but with a series that refuses to rework itself, we're never going to get a more free world to do at our pace in our own order; despite there being easy ways to implement this.
You gotta wonder though, if the black out actually had more to do with the plot originally, with how they literally scrapped more than a third of the game.
