with both mgr and ityal mp refresh you can refill the gauge for icy wins as well while accelerating the countdown through cheap gauge moves and ice beam isn'tterrible because of hostile enviroment
that's how i feel about it at least, icy wind is still a strong enough move that can be used and is not locked just because i wemt with ice beam investment
