>>43498342It's not just about Emboar, tho. It's about the fact that quadruped starters are almost always the least popular choice of their trio(First stages need not apply). The only reason why Samurott is more popular than Emboar was because Emboar was a obese pig(unpopular animal) AND had a redundant typing(Fire/fighting). Making Emboar a quadruped starter would've made it worse than better.
