Just because the set they provided on Dustox does not make it good does not mean they considered a bad set. In fact, there's a much stronger argument to be made that they are discussing the strongest moveset they could find for Dustox and are discussing why even this is bad on Dustox for various reasons. It does not mean the moveset is failed, rather the Pokémon as a whole, even with this great moveset, is a failure.
Taking the idea that "This Pokémon with this moveset doesn't work" as "the moveset is wrong" is fallicious thinking.
This is just the logic side of things though. I went to Smogen's page to check up on something and I found pic related, which is actually definitive proof that you're wrong and retarded, so there's that for you.
