The word japs use for the symbol of the year is ネズミ (nezumi) which roughly translates as rat/mouse
Ok, the case with Rattata, Raticate, Marill, Pichu, Pikachu and Raichu should be clear.
Hedgehog is ハリネズミ(harinezumi), that's why we can see togedemaru here.
Shrew is トガリネズミ (togarinezumi), explains sandshrew being here.
Both Sandslash and Cyndaquil may be viewed as shrews and/or hedgehogs.
Bidoof is partially based on a gopher, and that's ホリネズミ (horinezumi) in japanese. This also explains why Bibarel isn't shown in the picture.
I didn't even bother to check Patrat as its japanese name already contains "nezumi" in it.
