Gen 6 wasn't even a thing, they didn't know shit about what Pokemon people would like, so they just gave Sakurai all the currently developed pokemon and told Sakurai to choose whichever he liked best. Based on the reception Greninja garnered in those 7 months that lead to his announcement, would you say he did the wrong choice?
