yes some people develop early but that’s not the norm. maybe your retarded brain attributes things like having long hair and an interest in feminine things like starting to put on mascara/makeup and such with developing feminine characteristics. Or even wearing training bras which might give the illusion of something there.
You can still make the character very feminine looking without needing tits, and you straight up get called she so it’s not ambiguous in the slightest
