This isn't too different from when people tighten and close their jackets in the cold and press their hands onto their bodies in the cold. Literally, all images of "person feeling cold" show people sipping up their jackets and pressing their arms onto their bodies. Body language in a character is significant in demonstrating its characteristics. Also, bitch have you never been in the cold before? Shiver is a good sign of being cold.
Also, the only thing that's retarded is the fact that you see a shivering pokemon that's only found in icy environments with a design that appears to look like a person trying to warm up inside a piece of cloth and say that it doesn't look like it would be an ice type.
