He just has bad hair genetics and is looking a bit rough. Yes, this would mean that seasons repeat 3 times a year in the pokemon world. I don't care.
Cope aside, PLZA could fix it if Xerneas reverses their years or something, I want to believe, but it all depends on how much Masuda hates us. The only thing that makes me optimistic for Ingo is that they chose to make him start regaining his memories unlike all the other memory-wiped time travellers, so that probably implies he's not going to be like Mohn or Anabel...
