Leon is leagues stronger than everyone else (Yes, including your precious favorite champion. It's why he's the WORLD Champion) and finally has someone he feels can give him a challenge. He's going to go all out and wants Ash to do the ame so that neithr has any regrets at the end. The fact of the mater is, Ash is the only one even equipped to go all out against Leon and last. Leon knows that and loves it. If it had just been Cynthia in the Finals, he would've lost maybe 3 Pokemon and then just swept her. None of the others would've even gotten that far.
It's not simply that Ash needs all 3 powers to beat Leon, it's that Ash is the only one equipped to take on Leon's absurd as the only trainer to have mastered all 3 powers on top of being a strong trainer without them. Something even Leon hasn't done. Ash can push Leon to lengths no one else has and help him grow stronger like he wants, or be the one to finally beat him and end his personal fears one and for all. Thus, starting both Ash and Leon on new roads.
