The Hoenn region to me always felt like this uncharted island that hadn't fully been explored by people. I can remote settlements existing on different parts of the island, especially with boat travel being so prevalent. Sure, you the player has to go up a waterfall, through a sandstorm cave, and finally a canyon pass to get to the town, but you as the player aren't taking ships to and from said town. Kind of like Canalave City forcing you to surf to access it in Sinnoh.
