I'd believe it that Horizons is unironically responsible for a delay. They coordinated the games and anime enough to have Liko's Terapagos transform and use Tera Starstorm for the first time on the same day that Indigo Disk released, so there's absolutely constant discussions between the big players of the franchise to make sure the machine is well-oiled and cooperating.
