What makes them proportionately similar? The fact that they are both quadrupeds? Wooloo has a small head and a spherical body to assist in rolling away. Whereas Mareep is more realistically shaped for a sheep it's official art shows it to have a longer body. Besides that the Pokemon just aren't similar Mareep is a wooly lizard and has blue skin and a long tail along with weird striped horn-ears on the side of his head.
Meanwhile wooloo is literally my mom's sheep. It has a more traditional sheep design with braids added, it has goat eyes as opposed to the black beads Mareep has. It has hooves instead of the toes of Mareep. It's honestly a very boring design in comparison. Now that I think about it that's probably why you are accusing it of being a rehash, for the most part when they re-do an animal they've already done the elemental features are what stick out the most. For your turtle example Torterra is largely different from blastoise because of the tree theme on top of being quadraped. Wooloo has no interesting features or them to fall back on besides "extremely fluffy" and "rolls" If it had say been a fire type it would have more to work with.
