I don't think it even matters because if I get lucky with any of the three packs I can play something. That and I'm getting close to being able to pack point an EX.Also, even if you don't have an EX, you can do a non-ex version of the deck, like pic related.
Or if you're only missing one card out of a deck, replace it with a Kang or Tauros.
