I also doubt that Victreebel just eat bugs like Bellsprouts, same with a lot of other pokemon.
There are always been predators and preys entries even sometimes with Pokemon who don't look like a predator like Gorebyss.
Since gen 5, we also got a lot of ghost types who eat pokemon and human's souls/life force like the Litwick line, Jellicent, etc...
