They'd have to have Dawn at some point acknowledge his fixation/crush in a way that doesn't outright reject him, and unfortunately, like all of the Pokegirls, Dawn can't acknowledge the actual competitors for the Dawnbowl, because she has to remain available for Ash. Or, rather, she has to appear available for the viewers to self-insert into Ash.
