Because you can only skip literal cutscenes - as in prerecorded movie files. Anything done in-engine, such as text box dialogues, aren't actually cutscenes, and so can't be skipped.

Different strokes, I guess. I was originally in it for seeing her bone Sun. I stayed with it through the end because I liked the author's take on Lusamine's broken mind and disturbed sense of perfection. Initially I wasn't keen on all the death, but it along with other things go a long way in showing just how badly the "project" damaged Sun. In all, the story is less about titillation and more exploring two VERY unstable people, as well as their own ways of dealing with it.
