It's not just someone who likes anime, it's someone who is obsessed with it to the point of dedicating his life to collect and watch/read animes, manga, hentai, doujin, etc. It's just otaku on steroids, less obsessed with general culture and more focused on consuming media, they basically live on their own world due the fact they can't face reality.
