Ever since Lost World, the director for that game has managed to shove him into every nearly, if not all, Sonic games released afterwards in favor of actual fan favorites. It came to a head when he got into Team Sonic Racing over the likes of Infinite, Mephiles, and even Cream the Rabbit. As of this post there have been no plans for DLC and Zavok is still the only playable non-Classic era villain.
