MTG has filler by design because of it's obsession with draft and sealed.
Konami has been putting dog shit into packs since LOB and Metal Raiders.
But I guess you never had any intention of actually reading my post. EX, GX, and VMAX Pokemon all accomplish the same thing in the same way.
High risk, high reward gameplay, and its accomplished by Pokemon's linear method of playing out its Pokemon cards. By the same token, Breaks, Lv.Xs, and Megas were the same format as well. They just aren't meaningfully different.
Imagine if Pokemon added a Trainer super-type that could be played and function as a permanent like how the field spells do. Maybe work in more in depth level up mechanic.
Because right now they're shackled to just plainly adapting Gamefreak's next transformation gimmick and jacking up HP numbers.
