This fucking thing as well as arguably hisuian avalugg are the only regional form that seem to have been actively designed to be weaker than their regular counterparts and I honestly don’t know why. My best guess is that someone at GF give a shit about the og owl and didn’t want it to become obsolete like regular typhlosion and sammurott.
