Its entries go on about how it can kick up sandstorms with its wings, so why not? It makes it another weather setter I know, but unlike the others for sand, its a much faster setter and has u-turn so it can just go in, set it up and turn out with some chip damage and/or give you the better end of a switching if they decide to switch. Being resistant to things like rocks too still gives it a better time doing these things than making it a damn bug.
