I agree with OP. Gen 4's starters were by far the most well rounded equally in design, lore basis, and stat distribution. They all felt good to use in game and competitively within Gen 4.
Everything that came after has been hyper polarizing in some way or another. Gen 5 starters hurt because they had to come after these, feeling like both a design and power level drop.
