Unless you want the lowest possible attack for non-attackers or lowest possible speed for your Trick Room abusers or some hyper specific ultra rare plan involving specific EV and IV numbers.
Just generate IVs perfect by default, add a NPC who can minimize ATK or SPEED or both when asked, and let that NPC set your EVs and IVs to specific numbers.
The EV is divided by 4 and rounded down to get the bonus the EV adds to your stats. So the max EV of 252 can only provide a boost of 63 maximum. DESU I wish that was 256 and 64 respectively, those are neater numbers.
