Because that's what happens to an anime character when they live the life of a fucking sailor, unless humans don't get tans in the Pokémon world.

I will grant you that most references to real-world countries (and even the one real-life region name, Kanto) are from older sources they've been trying to avoid. But assuming "oh they must be a crime syndicate of black people" is a bigger leap of faith than assuming they're just sailors with tans, since we already know they're sailors, and we already know what tans look like in Pokémon.
