I've been hearing that the plan with this gen is to not give new Pokemon normal evolutions, instead opting to give them Gigantamax forms, and some people are complaining about this but I think it's a smart idea. Hear me out. There are so many Pokemon that have great base forms but then evolve into something ugly that doesn't even resemble the base form. Gigantamaxing allows them to "evolve" without being locked into that form permanently, so even if you don't like their Gigantamax form, you spend the majority of the time with that awesome Pokemon.
