Also, I really think there is only ONE Ho-oh and Lugia following the videogames, although there isn't a reason to think that there aren't MORE than one of those two, Ho-oh has only be catchable in Johto (Not counting the Sevii islands, but since that's not part of the "story" then than can be argued), and in Colosseum the trainer only sees it flying by.
There could be more than one Lugia since Shadow Lugia existed.

Are the Mystery dungeon games canon? Set in a distant future or some shit?
