To give you an idea of how often they go through builds, the next build from late March 2018 was 264. Assuming it's a straight forward numbering scheme, we can determine they were going at a pace of roughly 78 builds per month in between. If they worked a similar pace in December, that means the December build is roughly from two weeks after actual development started.
So basically the actual game started development in December 2017, with less than two years before the final product shipped. Likely closer to a year and a half given the logistics of physical distribution.
SWSH was rushed. You're right, working on multiple projects is normal for GF. But Ohmori is incompetent at handling projects.
