You absolutely can and should raise 2-3 dragons and use them for EVERYTHING and still have equal or only slightly worse performance than a dedicated, specialized counter. Can also be replaced by strong-as-fuck pokemon if they're weatherboosted, like BB Charizard during sunny weather.
Until you have a party of 6 dedicated high-level counters for every type, which will take you months, this is the way to go.
