Lilligant would hit OU not because of Fiery Dance, but because Growth + Weather Ball + STAB + Sunlight + Chlorophyll would be a massive threat especially if she has Earth Power to help check its poison weakness and grass to counter its rock weakness. Flying types would hurt though.
Lilligant has her current niche as an After You Chlorophyll user in Doubles, this is more so to help in singles and get it out of the lower tiers or less gimmicky Sleep Powder style.
