King's Rock Cloyster is literally a gimmick mon that should not have been banned.
41% chance to flinch means 59% chance to NOT Flinch and most likely get OHKO'd for using this bad strat because of the MANDATORY -1 Defense drop from Shell Smash that you cannot stop because you CANNOT run both Shell Smash and White Herb. On top of that, anyone who has ever used Shell Smash Cloyster KNOWS that it is has MAJOR 3MSS problem and is NEVER sweeping a team right away. Depending on the moves you pick, you are either getting walled by bulky Water types (Rotom-Wash, Tapu Fini) or the VARIOUS Steel types in OU. Cloyster could barely sweep in Gen 7 OU, but Melmetal drastically reduced its chances of sweeping in OU in Gen 8. FURTHERMORE, Cloyster gets absolutely FUCKED by priority. Like....seriously. And your Defense stat (which is now -1) has priority fuck you even harder. And Rillaboom Grassy Glide being on EVERY team fucks you even harder. OK sure, run Ice shard. But now you are running Shell Smash, Icicle Spear, Ice Shard, and it really doesn't matter what the fourth move is because Ice Shard forcing you to run TWO ICE moves to deal with Rillaboom's Grassy Glide already fucked up your coverage and will prevent you from reliably sweeping. LITERALLY the only reason King's Rock was banned was for those RARE moments when the 41% chance happens repeatedly in succession (which is not often, as the chance to not flinch is FAR greater and Cloyster can't afford to not flinch and take a hit at -1 Defense/Special Defense). It was LITERALLY banned because Finchinator got cheesed in a tournament, this is not a meme and Smogon can go suck a dick
