Those are Level Balls. Nest Balls are more effective the lower the target's level period, your own level doesn't affect the catch rate.

This is an effect of the area in which they're normally obtained, not an effect of the balls themselves (in the Entree Forest, ANY ball is a guaranteed catch, not just Dream Balls). Both have the standard Poke Ball catch rate when used outside their designated areas.

This misconception likely stems from the Master Ball's catch rate having the same internal value as the accuracy of 100% accurate moves, which miss 1/256 of the time in Gen I due to an oversight in the accuracy formula.
