It's just that when I'm talking about Pokemon, I tend to go with whatever the majority sex is for the species, unless their design is at odds with it. For example, for a feminine starter Pokemon like Primarina, I'd call it a "she" in spite of it being majority male. It just feels wrong to do otherwise. And Quaquaval doesn't seem outwardly feminine to me, rather, it's just flamboyant.
It just feels impersonal to call a Pokemon an "it", so I have to pick one or the other. If a Pokemon is 50/50, and it doesn't have any notable masculine or feminine traits, I'll usually just default to "he".
