Celebi grows large, REALLY large, he grows so large in such a small amount of time that it feels like he's unleashing his final form.

Celebi's arms mutate into large wings, a tail sprouts from his ass, scales jerk up out of his back, and his antennas morph into ANGRY eyebrows, Articuno recognizes the glowing silhouette. He raises his guard significantly, tightening his hold on Alice.
"H-Hey, t-that hurts!"
"LUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUGIAAAAAAA!"
Since the true ruler of the seas is still in a thousand years hibernation, Celebi takes it upon himself to finish the birds off by turning into the ruler himself.
Lugia.
"Lugia" appears before Articuno with a roar louder than all three of the birds combined. Articuno stands (floats?) his ground. He is aware that the mirage standing before him is not his menacing master, and does not let himself be intimidated by his appearance.
"LUUUUUUUUUUUUU!" the false Lugia demands that the madness be put to an end, but to no avail. Articuno instead uses Hail to shape the battlefield to his own liking.
>It started to hail!The skies above Sea Spirit's Den and Azure Bay as a whole begin to get colder, pounding bits of ice start to buffet everyone but Articuno himself. For Lugia, this is bad news.
Articuno follows the Hail up with Blizzard.
