>>53193787I'm not enforcing anything, the games make it very clear, the pokedex makes it clear that even understanding human speech is an exceptional quality that very few Pokémon posses and even communicating with people is even more rare hence why it's been restricted to legendaries in the games. On top of that the people who run the franchise have said as much since it's something they talk about in the 2012 product guide.
I'm not enforcing a headcanon, I'm pointing out that talking to, and even understanding, people isn't something the vast majority of Pokémon can do based off pokedex entries, NPC dialouge and even from the word of the people who run the series.
Again the games stress that Pokémon can't properly communicate with people outside of using technology or telepathy, which that is also very rare as well.
