The original source provided three downloads for the game, the first being the English game with a partial French translation (not sure why they didn't just use the French version of the game, but it works out for us), the second being the standard English game, and the third being the patches themselves. It seems they accidentally wound up with two partial French translations and uploaded them separately as downloads 1 and 2. This has either gone unnoticed or ignored for over a year, and all the re-uploads didn't bother to check for themselves before hosting so every download for available the game is the French version you have.
Thankfully the patch files the source provided are correct, so I was able to patch a proper English version myself, which I've uploaded here:

Do not use mGBA, as the game will sometimes lock up after a battle.
