The issue is that Gen 5 took the old flying Pokemon that looked better grounded and gave them animations that didn't suit them so they could be used for a gimmick they dropped in the next gen
Gen 6 seemed to not have this problem going forwards, but we still ended up with a hovering Corviknight so who knows what GameFreak is doing
