Pretty the only exception was Harley Quinn thanks to how much of their character relied on The Joker. But after the Suicide Squad movie came out (not to be confused with the called "The Suicide Squad", which is actually a kind of, but not really sequel), her popularity skyrocketed to the point where she was allowed to supercede The Joker. Similarly how Mystique superceded Magneto thanks to the first 3 X-men films.
