Samurott was clearly designed for Shell Smash abuse. Until they remembered that it would overshadow the other ones in Unova. They're really stingy when it comes to making starters good without alternative abilities.

Secret Sword is exclusive to Keldeo, not the rest of the group. All of them learn Sacred Sword.

Aeglislash and Kartana get Sacred Sword so no. There is little reason for Samurott not to learn Sacred Sword naturally when the other "sword themed" non-legends get it. Samurott's movepool is a case of "game design-inconsistency".

The later as it will give Razor Shell a reason to be used over Waterfall. Air Slash, X-Scissor, Night Slash would also benefit from this buff.

Shell Smash alone would make Samurott above average though.

Not him, but Samurott is reason why I even like Oshawott. Dewott is too similar to Oshawott for my liking. I don't see why its more preferable than its final form who actually looks like a wise and strong pokemon that would protect you at all costs.
