>>49286249It's in the Safari Zone in Ruby and Sapphire too, though it's found in the same patch of grass as Xatu and Heracross and you need to do the Acro Bike puzzle to reach there, so Phanpy is easier to find in Johto than in Hoenn. In spite of the Acro Bike puzzle, I'd still argue that Heracross is easier to find in Hoenn than in other regions though, because in the other games it's either hidden behind a gimmick (headbutting trees in Johto, sweet honey trees in Sinnoh) or postgame only (Route 12 in Unova, Pattern Bush in Sevii Islands).
