I'm sorry? I know the majority of humans on Earth have never even seen snow, but you'd think it's be fairly obvious that introducing a volume of water (by definition warmer than ice) unto snow or ice causes it to melt immediately.

Yes but that's obtuse. And at that point it wouldn't be water, it would be ice. And Ice already resists Ice. If you wanna say that Ice Types resist Water DURING HAIL then fine. But them resisting it in normal conditions is stupid. Water melts ice. Throwing a bucket of water, even cold water, on a snowman is not going to play out in the snowman's favor.
