Went back to playing ROWE, I was confused before as to why they would remove Ralts from route 102 but as it turns out this game has day/night encounters, I also looked up a few things and apparently getting the starters is going to be very fucking annoying and RNG related, which baffles me because they don't even let you pick the starters at the beginning, just a random selection of the most random Pokemon possible.
