Groudon, which has always had Earthquake, just got distinctly better because of the buff to Earthquake. Kyogre, which has always had Hydro Pump, just got distinctly better because it was given Surf.
To me, this feels very much like when Psychic became a two-bar move again; it was a change necessitated by the addition of Mewtwo's Signature move, Psystrike.
Admittedly, we have long complained about the underwhelming nature of Earthquake and there have been similar concerns about Kyogre's limited viability in PvP due to only having one-bar moves. But the fact that both of these popular legendaries got better in the same update leads me to believe they are coming back some time in the next few months with their long-awaited Signature Moves.
