It was suspect tested once, in DLC1, but in that meta it was still running Adamant and Adamant Cinderace is a faster, more powerful version of Garchomp.
Jolly Cinderace isn't broken, it needs that extra power, especially on Gunk Shot and Sucker Punch.
No other OU Pokemon has this combination of power, movepool, and speed. You really should see Cinderace as a creeped Toxicroak.
