They have wings, a beak, birdly feet, and even though they can't fly, they still try when you surprise them. And while this isn't all of the certifications you specifically need for something to be a bird, it comes pretty damn close. And if a chicken has an "odd" cry, then you must not have ever been around a crow, raven, woodpecker, hawk, owl, goose, eagle, duck, or large waterfowl, because none of them also sound like a songbird, yet they are most certainly birds.
And if you think chickens are fat, you've never seen how huge any sort of bird of prey is, because they can get to horrifyingly big sizes. Especially owls. And yes, they aren't fat, but they're enormous im size.

Yes it has talons, but that's not nearly enough to warrent it being immediatly obvious that it's a bird. Especially when the talons are not the more prominant thing about Blaziken, what is, is it's humanoid figure, face and hair.
It is also not immediately obvious that blaziken has hair. And while we can assume that because we know better, if I didn't I'd say that's fur on it.
