why do people use this shit over a guaranteed ThunderBolt? Any move that has less than like 90% accuracy, really. Like Hydro Pump over Surf, too. Blizard over Ice Beam, etc... I guess maybe if you don't have spatk/atk increase moves you need it, but god, 70% moves... fuck em.
